India Post’s Cash on Delivery, Explained
Value Payable Post (VPP) is India Post’s original Cash on Delivery (COD) service one of the oldest financial postal services in India, governed by the Indian Post Office Act. The sender ships an article, the postman collects payment from the recipient at delivery, and India Post remits the amount back to the sender via Money Order. VPP predates modern eCommerce COD by decades and remains widely used across India.
How Value Payable Post Works Step by Step
Book VPP at Post Office
The sender visits any money order post office, fills the VP Money Order form, clearly writes “VP ₹[amount]” in the upper left corner of the article, and their return address in the lower left. Standard postage plus the VPP fee is paid at the counter.
Article Travels via India Post
The VPP article travels through the India Post network just like a standard Registered Post or Speed Post article. A 13-digit consignment number is issued for tracking. The VPP label on the article instructs the postman to collect payment before handover.
Postman Collects Cash from Recipient
At delivery, the postman collects the declared VPP value from the recipient in cash plus 5% VPP service charge. The recipient pays the total (declared value + 5% fee) and receives the article. The postman does not hand over the article before payment.
Money Remitted to Sender
India Post remits the collected amount (minus the 5% VPP fee) back to the sender as a Money Order (MO). The sender receives a money order at their address India Post acts as the payment intermediary between buyer and seller.
Returned with Notice
If the recipient refuses to pay or is absent after multiple delivery attempts, the VPP article is returned to the sender. The sender is responsible for return postage. The declared VPP amount is never collected in this case.

Sender Pays at Booking
Standard postage for the article type (Registered Post, Speed Post, or Parcel) plus the VPP registration fee. The VPP fee is charged based on the declared value at the counter. Sender does not pay the 5% VPP service charge that is collected from the recipient.
Recipient Pays at Delivery
The declared VPP value plus 5% VPP service charge in cash. Example: if the declared value is ₹500, the recipient pays ₹500 + ₹25 (5% of ₹500) = ₹525 total to the postman. Only exact cash is accepted no UPI or card payment for VPP delivery.
Sender Receives via Money Order
After successful delivery and cash collection, India Post remits the declared value minus the 5% VPP fee back to the sender as a Money Order at their booking address. Money order delivery typically takes 3–7 working days after the VPP article is delivered.
Value Payable Post Official Rules Under Indian Postal Law
VPP is governed by the Indian Post Office Act and the Postal Manual. Key official rules include:
- Maximum declared value per VPP article: ₹5,000
- VPP can only be sent from and to post offices that are money order offices
- Sender must declare the article is being sent “in execution of a bona fide order received”
- The letters “VP” followed by the amount must be written in the upper left corner of the article
- Sender’s full name and address must be in the lower left corner
- Legal documents, bonds, insurance policies, railway receipts, and bills may also be sent as VPP
- Articles may be sent as VPP even if they have no intrinsic value (e.g., legal documents)
- VPP articles that are refused or undelivered are returned to sender VPP amount is not collected

Prepare Your Article and Packing
Pack the item securely in a sturdy box or envelope. Ensure the packing cannot be opened or tampered with without visible signs of damage. India Post will not entertain claims for damaged VPP articles if the packing was inadequate at the time of booking.
Label the Article Correctly (Mandatory)
In the upper left corner of the article, write: VP ₹[amount in figures and words]. In the lower left corner, write your full name and return address. This labelling is required by the Indian Post Office Act articles without this marking will not be accepted as VPP.
Visit a Money Order Post Office
VPP can only be booked at post offices that are designated money order offices. Most Head Post Offices (HPOs) and Sub Post Offices qualify. Visit the counter and request Value Payable Post booking a separate VP Money Order form must be filled alongside the article.
Fill the VP Money Order Form
Fill the prescribed VP Money Order form specifying: the exact amount to be remitted to you, the recipient’s complete address, your complete return address, and sign the declaration that the article is being sent in execution of a bona fide order. The maximum value is ₹5,000.
Pay Postage and Collect Receipt
Pay the standard postage for the article type (Registered Post, Speed Post, or Parcel) plus the VPP booking fee. Collect your booking receipt your 13-digit consignment number is printed on it. Use this to track at India Post Tracking.
Receive Money Order After Delivery
After the postman successfully collects payment from the recipient, India Post remits the declared value (minus 5% VPP fee) to your address as a Money Order. The MO typically arrives 3–7 working days after confirmed delivery of the VPP article.
